Bug: Inconsistencies on navigation across list of candidates.

Observed: When using "Previous" & "Next" while reviewing the list of candidates, the navigation does not really work as expected. At times "Next" takes you all the way to the end". At times "Previous" takes you all the way to the beginning.

Unclear if at times some candidates are jumped.

Expected: One by one.
